As the name implies, the City’s Comprehensive Plan includes all areas for which the City needs to plan to manage the future with intention. The topics and issues addressed are interrelated pieces that cannot be considered without looking at their relationship to each other and as a whole. The eight action areas tie together diverse topics have common themes and shared systems.

The vast majority of Comprehensive Plans in the state of Oregon uses the statewide planning goals as does Lake Oswego’s 1994 Plan to organize their plans. In 2008 when the City initiated its preliminary outreach to the community on the upcoming update to the Plan, the City held several open houses to discuss and solicit feedback from the community on what things should be changed in the Comprehensive Plan. A lesson learned from that experience that is hard for the community to relate to statewide planning goals –they don’t really mean much to people. Therefore, to engage the community more effectively it was determined that a different approach was needed.

The action areas were developed by staff and intended to reflect what the community values within the context of the statewide planning goals.
