Citizen Advisory Committee

The Citizen Advisory Committee meets the fourth Wednesday of every month at City Hall from 4:00-6:00 p.m.

WHAT does the Citizen Advisory Committee do?

The purpose of the Citizen Advisory Committee (CAC) is to advise staff and provide recommendations to the Planning Commission and City Council regarding the update of the Lake Oswego Comprehensive Plan. The CAC consists of 15 members, 9 of whom are from the City’s Boards and Commissions that meet on a monthly basis, 5 at-large positions and 1 member from City Council. CAC members are expected to serve through the completion of the Comprehensive Plan in 2013. During the 3 year Comprehensive Planning process, CAC members are expected to assist the Planning Commission and City Council with incorporating sustainability into the new Comprehensive Plan, act as a liaison between their constituent group, encourage the broader Lake Oswego community to participate in the planning process, and make recommendations that help the City meet state mandated planning requirements. City Councilor Sally Moncrieff is the chair of the CAC.

City Council Member: Sally Moncrieff
Sally joined the City Council in 2009 and serves as the Council liaison to the Sustainability Advisory Board and Parks and Recreation Advisory Board. She has served as a volunteer on numerous boards and campaigns for Lake Oswego’s schools and is a resident of the Palisades neighborhood.

Development Review Commission: Bob Needham
Bob has been a member of the DRC since 2008. He is a retired civil trial lawyer, former Clackamas County Planning Commissioner, and resident of the Skylands neighborhood.

Historic Resources Advisory Board: Tim Mather
Tim Mather has been on the Historic Resources Advisory Board since 2005.  He owns a design-build firm in Lake Oswego and has been a licensed contractor for 27 years.  Tim served on the Sensitive Lands Second Look Task Force and was on the Palisades Neighborhood Association Board for several years.

Library Advisory Board: David White
David has been a member of the LAB since 2009. He is a lawyer at Tonkon Torp LLP, and a resident of the Westlake neighborhood.

Natural Resources Advisory Board: William Gaar
Bill has been a member of the NRAB since 2005. He is an attorney at Buckley LeChevallier, P.C. in Lake Oswego, and a resident of the Palisades neighborhood.

Parks & Rec. Advisory Board: Nancy Gronowski
Nancy was appointed to the PRAB on July 20 after serving 6 years on the Natural Resources Advisory Board. She is a park planner and landscape architect for Portland Parks & Recreation, and a resident in the Uplands neighborhood.

Planning Commission: Jim Johnson
Jim returned to the Commission in 2009 after previously serving from 1995-2004. He is a Land Use and Water Planning Coordinator for the Oregon Department of Agriculture, and a resident of the Rosewood neighborhood.

Transportation Advisory Board: Tom Fahey
Tom has been a member of TAB since 2008. He works in sales and community outreach for The Bike Gallery in downtown Lake Oswego, and is a resident of the Rosewood neighborhood.

Sustainability Advisory Board: Dorothy Atwood
Dorothy has been on the Sustainability Advisory Board since 2008. She works as a sustainability/environmental consultant and is a resident in the Lake Forest neighborhood, and has assisted with City sustainability projects as a consultant and volunteer coach with The Natural Step Network. Dorothy has developed environmental science curriculum in use at Lake Grove Elementary, where her children attended.

50+ Advisory Board: Tom Brennan
Tom has been a member of the 50+ board since 2008. He owns and operates an in-home elderly care agency that serves Lake Oswego and the surrounding community, and is a resident of the McVey-South Shore neighborhood.

Lake Oswego School District Representative: Teri Oelrich
Teri has been a Lake Oswego School Board member since 2009. She is a hospital management and planning consultant for architectural firm NBBJ, and a resident of the Palisades neighborhood.

Neighborhood Association Rep – First Addition/Forest Hills Neighborhood Association: Christopher Clee
Chris joined the First Addition/Forest Hills Coordinating Committee this spring after two and a half years in the neighborhood. He works in engineering, has two young children, and was previously the secretary of a local political organization.

Neighborhood Association Rep – Glenmorrie Neighborhood Association: Liz Hartman
Liz has served on the neighborhood association board for more than eight years, half as the chair. She is also a new member of the Lake Oswego School District Foundation, but long-time volunteer fundraiser for the school, and past fundraiser and public relations professional.

Young Adult (21-35 years) Representative: Katie Abbott 
Katie is 32 years old, has a one year and a three year old child, has lived in Lake Oswego with her husband since 2006, and is the interim Director of Admissions for Marylhurst University. Also, Ms. Abbott’s husband teaches at Lakeridge High School.

Business Representative: Doug Cushing
Doug is an attorney at Jordan Schrader Ramis PC. He is on the board of directors for the Lake Oswego Chamber of Commerce and lives in the Holly Orchard neighborhood.
